Troop 132 COVID-19 Safety Plan
The following presents the overall COVID-19 Safety Plan and posture for Troop 132 of Concord, Massachusetts. This plan incorporates the requirements of the BSA Spirit of Adventure, Town of Concord, and State of Massachusetts Requirements as well as additional requirements instituted by the Troop. All leaders and Honchos are expected to review the current conditions and restrictions and be cognizant of those requirements and adapt plans accordingly as the COVID-19 situation remains fluid.

The BSA Spirit of Adventure Council has announced that the Council as of July 15, we have reached “Gear 5”; this coincides with the Governors lifting of the Massachusetts State of Emergency for COVID.
What does Gear 5 mean? …. A return to near normal!!
The Town of Concord has no unique requirements at this time with the exceptions of schools, where no activity outside of official school functions are permitted. Although all parks and playgrounds are currently open, these may change and it is prudent to verify prior to the activity.
The State of Massachusetts reopening plan called for ending restrictions when vaccines became widely available, and effective May 29, 2021 all industries were permitted to open. With the exception of remaining face-covering requirements for public and private transportation systems and facilities housing vulnerable populations, all industry restrictions were also lifted, and capacity increased to 100% for all industries. All industries are encouraged to follow CDC guidance for cleaning and hygiene protocols.

What does Gear 5 mean? …. A return to near normal!!
- Indoor and Outdoor events and activities may occur, with no capacity restrictions
- Masks are no longer mandatory. They are encouraged for those that have not been vaccinated in situations where close contact of 3 feet or less is occurring for prolonged periods of time
- Tenting – It is encouraged that the 1 person per personal sized tents are continued through the summer. **Units should follow the protocols of any Scouts BSA Summer Resident Camp regarding tenting.
- Hand washing facilities and proper sanitation is still encouraged
- Although not mandatory, as with the State, all unvaccinated individuals are encouraged to still wear masks
- For outdoor activities, no masks required, unless they are within 3 feet or each other for a prolonged period of time.
- Tenting still remains 1 per tent
- Indoor Meetings – there is a maximum of 100 people (organized and socially distance by den) that can gather and must be able to adhere to the 3-foot distancing rule. Scouts, Adult Leaders, and Families all count in the 100-person count. For indoor activities (den, patrol, pack, and troop meetings), masks still required unless eating or drinking.
- Outdoor Meetings – there is a maximum of 150 people (organized and socially distance by den) that can gather and must be able to adhere to the 3-foot distancing rule. Scouts, Adult Leaders, and Families all count in the 150-person count.
